Not only were the missionaries allowed to go swimming in the ocean at this time, but as you can see they chose what is certainly immodest by today's standards. However, my Father told me several times about how they would go to the beach and everyone -- men and women alike -- would change without the benefit of a cabana or any other modesty protection. Odd that the missionaries would do that too, but they did.
